The project is supported by a Class A licence-exempt supply arrangement through a Power Purchase Agreement (PPA) with renewable energy specialist and licensed UK industrial and commercial supplier, Evolve Energy.
This innovative structure enables electricity generated at Rhigos Road to be supplied directly to businesses via Evolve Energy, outside the traditional wholesale market. As a result, certain charges and levies that would typically apply under a conventional supply arrangement can be avoided, creating cost efficiencies for both the generator and the offtaker.
The agreement is among the first commercial transactions of its kind completed under the new regulatory framework. By sharing the savings generated through this arrangement, both parties benefit while supporting the continued development and investment in renewable energy infrastructure across the UK.
The site comprises over 14,000 JA Solar bi-facial modules and will generate 10,600MWh of clean electricity annually avoiding over 1,850 tonnes of CO₂ per year.
Enviromena will own and operate the asset through its in-house Operations and Maintenance (O&M) and asset management teams.
The project benefits from long-standing local relationships established through the development of the neighbouring Bryngolwg Solar Farm. In addition to the clean energy benefits, a community benefit fund has been put in place with Rhigos Community Council to help fund further projects in the local area.
Lee Adams, Chief Commercial Officer at Enviromena, said: “Rhigos Road is a strong example of what the IPP model delivers, a well-sited, carefully planned asset that is now generating clean electricity for the long term.
“The Licence Exempt Supply PPA with Evolve Energy adds a further dimension. Direct supply arrangements of this kind have been technically possible for some time, but the regulatory framework has not always supported them cleanly. We think this is an important proof point for what the new rules can deliver in practice, and we expect to see more transactions structured this way as the market develops.”
Gary Hales, Chief Operating Officer at Enviromena, said: “Rhigos Road is another strong demonstration of the capability and commitment of our team. This project marks a significant milestone for Enviromena and reflects the dedication, collaboration, and persistence shown throughout every stage of delivery.
The project was delivered to the highest standards, with safety maintained as a core priority throughout construction, and the site is now successfully generating clean, reliable electricity.”
Neil Garland, Head of Origination at Evolve Energy said: “It’s been a pleasure to work closely with the team at Enviromena to structure a Licence Exempt Supply-enabled PPA for Rhigos Road Solar Farm.
We’ve been able to structure a deal that secures predictable, green power for our customers which strengthens their financial resilience and satisfies increasingly stringent ESG requirements. The time matching of demand to generation is a compelling proposition for both sides of the market and is a model we’re underpinning at increasing scale.”
